Water and ladels

At all shrines in Japan, there is a bucket of flowing water, where you use a ladel to wash your hands before entering the shrine. I'm pretty sure there is significance, but I don't know it. Some are very elaborate, and at smaller shrines, they are very basic. This one at the bottom of Fushini Inari, and was massive, with lots of beautiful ladels with sayings in Japanese on them!
